As the VP, Compliance & CCO, you will perform risk assessments, monitor, audit, and surveillance activities and align compliance operations to the credit union’s overall business strategy. Responsible for maturing the credit union's robust enterprise-wide Compliance Management System (“CMS”), consistent with the requirements of the Consumer Financial Protection Bureau (“CFPB”) and other applicable financial institution regulators. Review, evaluate, update, and manage compliance policies for the credit union, in addition to assist, advise, and train business units and their staff in carrying out their compliance obligations, consumer complaint management and third party vendor management. Build an office that functions as an independent and objective body that reviews, evaluates, and audits the effectiveness of the credit union’s CMS across business units while collaborating with functional areas. Manage compliance reviews of federal/state regulators and serves as the primary liaison with the CFPB.

Responsibilities

  • Coordinate and perform ongoing risk assessments and compliance reviews to ensure compliance policies and risk controls are operating appropriately. Create analyses of risk assessments for the business group(s). Identify and analyze factors that may affect risk mitigation and compliance with applicable regulatory requirements.
  • Anticipate potential consequences of unaddressed risk factors or shortfalls in compliance and recommend appropriate controls.
  • Perform ongoing validation of monitoring strategies to ensure appropriate governance and control. Identify observations of trends and recommendations to optimize data.
  • Execute testing and analyze key performance indicators to ensure requirements of the policies and programs are maintained at a level commensurate with regulatory expectations. Support root cause analysis in response to material control failures in line(s) of business.
  • Prepare accurate documentation of compliance monitoring and surveillance activities report findings to leaders on outstanding issues.
  • Oversee management of the credit union’s fair banking/fair lending compliance program, by monitoring, reporting and advising on policies, procedures and guidelines. Oversees the management of regulatory compliance examinations of the CFPB.
  • Monitor different operations to ensure sound fair lending practices are being applied and prepare fair lending reports. Develop and monitor key risk indicators for fair lending, redlining, and fair banking; analyzes results to recommend compliance monitoring or other actions.
  • Identify ways to create, enhance, maintain and test compliance rules contained within the firm’s proprietary investment management platform.
  • Perform compliance testing, ensure required books and records are properly maintained and prepare reports. Perform material compliance-related due diligence for new prospective institutional partners.
  • Serve as a consultant on new products, services and automated systems to assist with incorporating compliance requirements into these initiatives and provide input to different teams including the Board of Directors on compliance, issues and interpretation of regulations.
  • Work with business line contacts to ensure that effective and efficient compliance risk management solutions are identified and implemented.
  • Review various forms, disclosures and advertisements for compliance with applicable requirements.
  • Identify possible enhancements to compliance tools and processes and communicate them to the management.
  • Assist in communicating and implementing changes to applicable regulatory policies and procedures.
  • Represent the compliance team and interact with examiners and auditors during internal, external and regulatory audits and examinations.
  • Plan, oversee and lead the work of the team to meet functional and individual operational objectives and goals. Coach, mentor, and develop staff, including overseeing new employee onboarding and providing career development planning and opportunities. Responsible for hire, fire, performance, discipline and problem-resolution decisions.

 

 

Education
 
  • Bachelors Degree - Business, Finance or Related - Minimum
  • Graduate Degree - Business, Finance or Related - Preferred
 
 
Years of Experience
 
  • 10 Years - Compliance, audit, law contract administration or related - Minimum
  • 3 Years - People Management - Minimum
 
In Lieu of Education:
 
  • 15 Years - Compliance, audit, law contract administration including people management

 

License/Certifications/Training:

 

  • Preferred: Compliance Certification
