In this role, you will develop, implement and maintain elements of Fair & Responsible Banking (“F&RB”) program. Maintain current knowledge of applicable state and federal consumer protection laws and regulations with focus on the Illinois CRA (IL CRA) and HMDA, but may also include elements of ECOA, ADA, MLA, FCRA, FDCPA, FHA, SCRA, and Dodd-Frank as it relates to fair lending and UDAAP. Act as the subject matter expert (SME) for second line of defense, advise the first line of defense (1LOD), lines of business (LOB), and risk partners to ensure policies, procedures, products, and services remain compliant with evolving laws and regulations. Serve as the Illinois Community Reinvestment Act (CRA) SME for regulatory exams, compliance testing reviews, compliance risk assessments, and audits.

Responsibilities

  • Serve as subject matter expert for IL CRA on regulatory compliance, interpret existing and emerging laws, regulatory communications, and enforcement actions to determine the potential impact on various LOBs and vendors.
  • Provide guidance to the LOBs to support achieve IL CRA credit for activities such as consumer lending, residential lending, community development lending, investments, and services.
  • Provide strategic guidance to leaders to optimize and refine processes to comply with IL CRA requirements and drive the expansion and development of the IL CRA program.
  • Lead and manage complex projects and refine processes to strengthen performance in alignment with IL CRA requirements.
  • Analyze lending data for residential, consumer, and commercial to determine if it meets regulatory requirements of the IL CRA and assess areas to improve and provide a better service.
  • Generate reports through CRA wiz, integrate different data sets, build out assessments areas, input data fields, create layered maps, and use report insights to identify enhancement opportunities.
  • Develop written reports and advisory memos to guide, influence, and persuade management, risk partners, and LOB on key IL CRA issues to communicate IL CRA compliance requirements.
  • Supervise, track, and report on LOBs progress toward key lending metrics, and develop tools to ensure IL CRA activities are tracked, analyzed, and modified for ongoing compliance.
  • Partner with the LOBs to identity community development lending opportunities and qualified IL CRA volunteer activities.
    Collaborate with LOBs to guide the development of retail banking services and products that serve the underbanked and underserved population within the defined assessment area.
  • Advise leaders and LOB's on IL CRA and F&RB initiatives, projects, third-party vendor relationships, ad hoc questions, ensure alignment with consumer protection laws and regulations.
  • Assess IL CRA risks and prepare annual risk assessments from an organizational, LOB, and product and life cycle standpoint.

 

Education:

  • High School or Equivalent - Minimum
  • Bachelors Degree - Business, Finance, Administration or related - Preferred

 

Years of Experience:

  • 4 Years - Federal CRA, HMDA, and ECOA related experience - Minimum

 

License/Certifications/Training:

  • Preferred: CRCM Certification
  • Preferred: Experience as an examiner

 

 

Compensation & Benefits:

Typical hiring range:‏‏‎ ‎$99,200‏‏‎ ‎-‏‏‎ ‎$140,100 Annually. Actual compensation will be determined using factors such as experience, skills & knowledge.
